HARTWICK FIRE COMMISSIONERS MEETING  December 28, 2009

The meeting was called to order at 7:00 at Fire Station #2.

Those present were Commissioners Pat Ryan, Ken Hotaling, Eileen Barown, Delos Field, and David Butler.  Also present were Fire Chiefs John Bush, Mike Basile, EMS captain Deborah Clegg, members of both fire companies, and members of the Hartwick Conservation Committee.

The Pledge to the Flag was conducted.

MOTION:  Dave Butler moved to approve the minutes of the October 26, 2009 meeting.  Ken Hotaling seconded, and the motion passed with all votes "Aye."

Fire Company #1-John Bush

  • New officers for 2010 are

  • Company #1 has responded to 12 alarms since the last meeting
  • Air and electric reels have been installed in each bay at the station, allowing any vehicle to be parked in any bay
  • Application has been made to the State to have the Brush Truck, 0851 certified so that it may be used for EMS back up
  • 125 chairs given by the Otesaga Hotel are in use at the Station, and will be put into inventory.

Fire Company #2--Mike Basile

  • Company #2 has responded to 12 calls, 8 EMS first responder calls, and has had 1 stand-by
  • Total calls YTD=136
  • Training:  Company Drills on Fire Pre-planning, Working with Fire Hydrants, and Initial Fire Attack Vehicle Fires

Five members have completed Basic EMT refresher course, and are awaiting certification

Two members will complete certified first responder course in January

Two members are taking the full EMT course which will end in May

  •  One new member has joined
  • County Codes is working on the Dreams Park Hydrant usable all year
  • Continued work on updating the Town's Emergency Comprehensive Plan and Hazards analysis with Company #1 and EMS
  • Working on Energy Audit Report
  • Family Christmas Party was held on Dec. 12th

EMS-Deborah Clegg

  • The Squad has responded to 27 calls since the last meeting
  • Hartwick used an ambulance from Unadilla, and the Town paid the insurance on it.  Unadilla has asked for $1000 per month of use.  EMS has paid $500 for two weeks.  The Town Board is willing to pay Unadilla instead of the EMS.  Unadilla should bill the Town.
  • The painting of Hartwick's ambulance is nearly finished
  • Excellance has given $3000 toward the painting, and no further warrantee on paint will be given
  • The Auxiliary held a children's Christmas party with excellent response

From the Supervisor

  • Copies of Beneficiary forms for #1 and #2 are needed for Town files
  • By-laws are needed for Company #1
  • The siren at Station #1 was discussed-REA will take it down for possible repairs on a good day.  Deb Clegg will check on when this can occur
  • Doors at #1 must be repaired or replaced to mitigate heat loss
  • Other efficiency measures were discussed

Discussion:

•·        Pat Ryan discussed the format of meetings, suggesting Buildings and Grounds issues be taken care of at Town Board meetings with one representative from each Town Department.  She feels work will be done more efficiently if work orders are presented at Town board meetings

•·        Firemen believe they would get more attention at individual meetings

•·        Mike Basile offered to send a monthly report on Building issues

The Gas Drilling Resolution was discussed.  Comments will be sent in by the Conservation Committee.

MOTION:  Eileen Barown moved to adjourn.  Ken Hotaling seconded, and the meeting ended at 8:00.
